Listening method adapted to our reality.
At the FEV we have adapted the listening method to our reality as an entity, to the reality of our scouting groups and to that of our environment, to offer an educational proposal that is closest to each reality.
Our main programs and lines of work:
Youth Program (PdJ)
The PdJ aims to contribute to the education of young people by enabling them to fully develop their physical, intellectual, emotional, social and spiritual possibilities, as people, as responsible citizens who find meaning in their lives by actively participating in the construction of a world fairer and more equal.
Adult Program (PdA)
The PdA is a volunteering strategy that seeks to guarantee the adequate management of all volunteers who participate in any area of the FEV. The purpose of the PdA is to ‘Develop quality scouting through the work of volunteers’.
Federative Program
Called EMPELT , for the period 2023-2027. It is a program that develops all the lines and areas of work of the federation, and under it all the projects carried out within it are collected, through its different components: work team and scouting groups.

Our more than 70 scouting groups develop their activities by adapting the scouting methodology to their reality (neighbourhood, city or town), and the resources they have at their disposal, giving rise to a plurality of activities and forms of operation, which however, they all seek the same thing: to contribute to the growth as people of the children who come to their activities.
The educational proposal developed by the FEV is based on values from which young people act, feel, reflect, live… An educational proposal from and for the promotion of certain values, an educational proposal from a form of to understand the human being and society. Education in specific values must be our main task within scouting, since education in them enables, facilitates and greatly favors the conquest of personal autonomy, key to the development of critical, deep and committed to social action and life in society.
The elements of scouting are:
- Law and Promise: It is a free adherence to a law and a promise that bring an identity and genuineness to our method. They are part of the larger context of the fundamental principles of Scouting and cannot be dissociated from each other.
- Education for action: An active education is one in which the young person is the protagonist of his own education, taking responsibility for his own development and participating in the entire educational process.
- Life in small groups: The small group has its origin in the natural way young people organize themselves. It is a primary group, characterized by direct contact, affective (motivated by the relationship) and spontaneous.
- Progressive and attractive programs: “The scout method is progressive, an aspect that applies to all areas of personal development, children and young people being the ones who propose activities according to their different centers of interest, which are also attractive.
- Life in nature: Nature is the ideal framework for carrying out an infinite number of attractive and adaptable activities for all ages and all types of young people.
- Symbolic framework: A symbolic framework is based on young people’s natural inclination for imagination, adventure, creativity and inventiveness. It marks a lifestyle that arises from an internal experience full of symbols and signs that express and identify it.
- Models of the listening educator: From the educational proposal of the youth program we understand that the educator plays a double role: reference that walks in parallel with the young people and support and companion in their growth.
